To support this, the government planned to significantly increase funding for energy-saving initiatives throughout the fiscal year.

A major focus was placed on financial support for enterprise-led energy-saving technology upgrades. According to reports, over 700 such projects were approved in 2007, with even greater efforts expected in 2008. It is projected that during the Eleventh Five-Year Plan period, a total of 130 million tons of standard coal will be saved. In addition, the government aimed to enhance support for sewage infrastructure and pollution monitoring systems in central and western regions, accelerating the development of new mechanisms to promote energy efficiency and emissions reduction. An outdated production capacity withdrawal system was also introduced, requiring local governments to allocate funds for phasing out inefficient industries.
To ensure fairness and balance, the central government provided subsidies and incentives to underdeveloped areas, while increasing investment in key water basins such as the Three Rivers and Three Lakes region, as well as the Songhua River basin. These measures reflected a broader commitment to sustainable development and environmental protection across the country.
