The National Development and Reform Commission recently released the "11th Five-Year Plan for Major Technical Equipment Development and Special Industrial Technology Development," outlining China's strategy to develop eight key technical equipment sectors and master four major industrial technologies. The plan aims to reduce reliance on foreign technology by the end of the 11th Five-Year period, promoting industrial restructuring and technological self-reliance. With supportive policies in place, Hangzhou's manufacturing sector is entering a new phase, positioning itself as a leader in national technological advancement.
Key areas under the plan include large-scale hydropower units, nuclear power equipment, long-distance oil and gas pipelines, coal mining and processing systems, ethylene production plants, coal chemical equipment, heavy steel production tools, and offshore oil engineering vessels. The four industrial technologies focus on energy efficiency, environmental protection, resource utilization, and modernized petroleum refining—emphasizing energy, materials, and machinery.
In 2007, Hangzhou-based manufacturers capitalized on economic opportunities, maintaining leadership in products like air separation equipment, steam turbines, and marine gearboxes. Companies such as Hangzhou Oxygen achieved significant breakthroughs, securing large contracts for air separation projects. Meanwhile, Hangzhou Steam Turbine completed its first domestically produced ultra-supercritical turbine, marking a milestone in the industry. Collaborations between Hangguo and Anyang Iron and Steel also advanced energy-saving technologies, showcasing the city’s growing influence in key national projects.
To support these efforts, the city allocated 100 million yuan annually from 2007 to 2010 for the development of new heavy chemical industries. Over 100 million yuan was already invested in 2007, supporting 139 projects, including 9 industrial upgrades, 37 major equipment developments, and 6 national project bids. Many projects focused on core technology innovation, international collaboration, and global competitiveness.
The national plan emphasizes policy guidance, increased investment, and enhanced R&D capabilities. It encourages enterprises to develop core technologies, protect intellectual property, and improve international standing. Hangzhou is aligning with these goals, reinforcing its role in the country's industrial transformation and technological progress.
