On June 7, a reporter learned from the relevant departments in Jiangsu Province that the Jiangsu Provincial Bureau of Quality and Technical Supervision officially approved the "Jiangsu Provincial Chemical Industry Major Water Pollutant Emission Standards" on Environment Day during the "Sixth Five-Year" period. This marks the imminent implementation of the new regulations across the province. The standards focus on three key pollutants—Chemical Oxygen Demand (COD), ammonia nitrogen, and total phosphorus—with 25 types of water pollutants now having emission limits increased by 20% compared to the current national integrated wastewater discharge standard.
Jiangsu is one of China’s largest chemical production provinces. Last year, the industry generated sales revenue of 394.914 billion yuan, ranking second nationwide, while annual profits reached 19.55 billion yuan, placing it seventh nationally. There are over 30,000 chemical companies operating in the province, producing more than 20 major chemical products with thousands of varieties. However, this rapid industrial growth has also led to increasing environmental challenges.
According to recent data, the chemical industry in Jiangsu discharges approximately 775 million tons of wastewater annually, accounting for 30% of the province's total industrial wastewater. Major pollutants such as COD, ammonia nitrogen, volatile phenols, and petroleum make up 25%, 50%, 62%, and 33% of the total industrial emissions, respectively. These figures place the chemical industry at the top of pollution sources, often referred to as the "number one sewage source" in the province.
Among the 20 key enterprises discharging industrial wastewater, 15 belong to the chemical sector. In response to these challenges, Jiangsu began developing the "Emission Standards for Major Water Pollutants in the Chemical Industry of Jiangsu Province," setting stricter local standards than the national ones for categories like inorganic chemical raw materials, organic chemical raw materials, petrochemicals, and fertilizers. The new rules regulate 25 types of water pollutants, including pesticides, macromolecule polymers, and fine chemicals.
The focus remains on reducing COD, ammonia nitrogen, and total phosphorus emissions, which will be 20% more stringent than the national standard. With the implementation of these new rules, many high-polluting companies that fail to meet the targets may face mergers or closure, driving a structural transformation in the industry.
It is expected that by 2010, Jiangsu’s total emissions of COD, ammonia nitrogen, and total phosphorus will decrease by 25%, 24%, and 15%, respectively, compared to 2005 levels. This will help achieve the province’s goal of reducing overall pollutant emissions by 15%, supporting its broader environmental protection initiatives.
