Chemical province reshapes the image of environmental protection province Jiangsu chemical industry discharges new standard higher than national standard

On June 7, a reporter learned from relevant departments in Jiangsu Province that the Jiangsu Provincial Bureau of Quality and Technical Supervision officially approved the "Jiangsu Provincial Chemical Industry Major Water Pollutant Emission Standards" on Environment Day during the "Sixth Five-Year" period. This marks the imminent implementation of the new standard across the province. The regulation targets three key pollutants—Chemical Oxygen Demand (COD), ammonia nitrogen, and total phosphorus—with 25 specific water pollutants having emission limits increased by 20% compared to the current national integrated wastewater discharge standards. As one of China's largest chemical production provinces, Jiangsu saw its petroleum and chemical industry generate sales revenue of 394.914 billion yuan in 2022, ranking second nationwide. The sector’s annual profit reached 19.55 billion yuan, placing it seventh in the country. With over 30,000 chemical companies producing more than 20 chemical products across thousands of varieties, the industry is a major economic driver. However, this growth has come with significant environmental challenges. According to surveys, the chemical industry discharges about 775 million tons of wastewater annually, accounting for 30% of the province's total industrial wastewater. Key pollutants like COD, ammonia nitrogen, volatile phenols, and petroleum make up 25%, 50%, 62%, and 33% of the total industrial emissions respectively, making the sector the top source of pollution in the region. Among the top 20 enterprises discharging industrial wastewater in Jiangsu, 15 are from the chemical industry. To address these high pollution levels, Jiangsu began developing the "Emission Standards for Major Water Pollutants in the Chemical Industry of Jiangsu Province," setting stricter limits than national standards for inorganic chemical raw materials, organic chemical raw materials, petrochemicals, chemical fertilizers, pesticides, macromolecule polymers, and fine chemicals. The focus remains on COD, ammonia nitrogen, and total phosphorus, with emission thresholds 20% higher than the current national wastewater discharge standard. The implementation of the new standards is expected to drive structural adjustments in Jiangsu’s chemical industry. Companies that fail to meet the new emission requirements may be merged or phased out. According to reports, by 2010, the province aims to reduce total emissions of COD, ammonia nitrogen, and total phosphorus by 25%, 24%, and 15% respectively compared to 2005 levels, helping achieve the goal of cutting overall pollutant emissions by 15% as part of the "Eleventh Five-Year Plan."
