Article 3 This regulation applies to the planning, construction, operation, protection of facilities and related management activities of rail transit within the administrative area of ​​this Municipality.

Railway management does not apply this rule in accordance with relevant laws and regulations.

Article 4 The principle of priority development, unified planning, diversified investment and standardized operation shall be implemented for the rail transit in this Municipality.

Article 5 The municipal competent department of transportation administration shall be responsible for the supervision and administration of rail transit operations in this Municipality.

The municipal administrative department of construction shall be responsible for the supervision and administration of the construction of rail transit in this Municipality.

The public security organs are responsible for the public security management of rail transit in this Municipality, maintaining public security order, and being responsible for the supervision and management of fire fighting and anti-terrorism activities.

The administrative departments of development and reform, planning, land, production safety, city appearance, health, and environmental protection, and the people's governments of the relevant districts and counties shall, in accordance with their respective duties, do a good job in the construction and management of rail transit.

Chapter II Planning and Construction Management

Article 6 The special plan for rail transit shall be prepared by the municipal competent department of communications and transportation in conjunction with the administrative departments of development, reform, planning, construction, land and housing administration, etc., in accordance with this Municipality's national economic and social development plan and the overall urban planning.

The construction plan for rail transit shall be prepared by the municipal development and reform department in conjunction with the administrative departments of construction, planning, transportation and transportation according to the special plan for rail transit.

Article 9 The municipal competent department of planning administration shall reserve public transport interchange hubs, parking lots for motor vehicles and non-motor vehicles in urban and rural planning according to special rail transit planning and construction plans as well as passenger flow, passenger transfer needs, and land conditions. Public toilets and other public facilities are not allowed to be used for other purposes without legal procedures.

Article 16 The rail transit operating unit shall maintain the sound and normal operation of the equipment and equipment set in the rail transportation facilities such as the alarm, fire protection, escape, flood control, explosion protection, protection and surveillance, emergency evacuation lighting, and rescue.

Article 17 A rail transit operating unit shall regularly inspect the operating facilities, safety inspection facilities and service facilities, repair and update it in a timely manner to ensure that the rail transit facilities are in a state of safe operation, and maintain ticket sales, ticket inspections, elevators, screen doors, and vehicles. Article 18 A rail transit operating unit is the main body responsible for the safety of rail transit operations. It has the right to carry out safety inspections of passengers and the articles they carry, and passengers should cooperate.

The public security organs shall guide, inspect, and supervise the safety inspections of rail transit, formulate the operational safety inspection regulations for rail transit, and handle the illegal and criminal activities found in the safety inspections according to law.

Article 19 The rail transit operators shall organize the long-term monitoring of key parts and key equipment of rail transit, formulate and implement safe operation measures, and entrust the safety assessment agencies with national legal qualifications to follow the relevant regulations of the State and this Municipality. Article 20 The rail transit operating unit shall, under the guidance of the public security organ, choose safety inspection service companies to undertake the safety inspection of rail transit through bidding and other means. Safety inspection service enterprises shall have corresponding qualifications and recruit safety inspection personnel in accordance with relevant regulations of the State and this Municipality. Article 21 A rail transit operating entity shall regularly conduct safety education and training for its employees, ensure that the employees have the necessary knowledge of safe operation, be familiar with the relevant safety operation systems and safety operation procedures, and master the safety operation skills of this position. Article 22 A rail transit operating unit shall announce the timing of the first and last trains, the indication of train running status, and transfer instructions at the conspicuous place of the station. Article 23 For the determination and adjustment of rail transit fares, an application shall be submitted by the rail transit operator. Article 24 Passengers shall use a valid ticket to travel and comply with the passenger code and ticketing regulations.

Article 25 The following acts are prohibited within the scope of rail transit facilities:

(8) To throw debris and rubbish into the rail transit area;

(9) begging, lying down, trampling on seats in the station and in the carriage;

(10) to write, describe or arbitrarily post or hang articles;

(11) The act of parking vehicles, dumping debris or setting up booths, performing arts, fitness, distributing articles, advertising, and sales;

(12) Shooting movies, TV shows, advertisements, etc. without the consent of the rail transit operator;

(13) Occupying special channels such as fire fighting and evacuation;

(14) Use skateboards and roller skates;

(15) Carrying a bicycle (including a folding bicycle);

(16) Other acts that jeopardize rail transit operations and passenger safety.

Article 26 When a fault occurs during the operation of a rail transit and the operation is affected, the rail transit operator shall promptly eliminate the fault and resume operation. If it is unable to resume operations in a timely manner, the rail transit operating unit shall properly organize the evacuation of passengers, and passengers shall not be stranded in the carriage or at the station.

Article 27 The municipal competent department of transportation administration and rail transit operators shall establish a complaint acceptance system to accept complaints from passengers.

Rail transit operators shall promptly respond to passenger complaints. If investigations are required, they shall reply within 10 working days from the date of acceptance of the complaint. If a passenger objectes to the reply, he may file a complaint with the municipal competent department of transportation administration. The municipal competent department of transportation administration shall reply within 10 working days from the date of accepting the passenger complaint.

Article 28 The relevant units of electric power, telecommunications, water supply, etc. shall ensure the power, communications, and water used for the normal operation of rail transit.

Chapter IV Facilities Protection

(5) Drilling and drilling holes in bridge piers or bridges to privately pull wires and other supporting ropes;

(6) Other acts that damage rail transit facilities.

Article 32 If the following operations are carried out in the rail transit safety protection zone, a safety protection plan shall be formulated. After obtaining the agreement of the rail transit operation unit, the construction shall be filed with the municipal construction administrative department:

(1) new construction, expansion, reconstruction or demolition of buildings or structures;

(2) laid or erected pipelines, excavation, blasting, ground reinforcement, groundwater extraction, exploration drilling, drilling and hoisting;

(c) Excavating and dredging rivers in the cross-river tunnel section;

(4) Other activities that increase or decrease the load over a large area.

Article 35 In the event of a personal injury or casualty accident occurring during the operation of rail transit, the rail transit operating unit shall report to the relevant authorities in a timely manner in accordance with the regulations, and follow the instructions to rescue the injured first, protect the site, maintain order, remove obstacles in time, and resume normal operation. Article 37 When a natural disaster, adverse weather conditions or unexpected events seriously affect the safety of the rail transit and cannot take measures to ensure safe operation, the rail transit operator may temporarily suspend the operation of the line or part of the road. However, it should be reported to the municipal competent department of transportation administration for record and announced to the public in a timely manner.

Chapter 6 Legal Liability

Article 40 In violation of the first paragraph of Article 24 of these Provisions, where there is no ticket or carriage with invalid tickets, a rail transit operating unit may make up for the ticket at the highest one-way fare.

Where a forged concession ride ticket or false rider ticket is used to take a vehicle, the municipal competent department of transport administration shall impose a fine of not less than 50 yuan but not more than 500 yuan; if the circumstances are serious, the public security authority shall be responsible for penalties for the public security administration of the People's Republic of China.
