The reporter was informed that the "Measures for the Administration of Average Fuel Consumption of Passenger Car Enterprises (Draft)" (referred to as "Measures") has been completed and will be open for public comment. The "Measures" are intended to raise the penalties for non-compliant enterprises, speed up the survival of the fittest, and encourage more cars to specifically research and produce new energy vehicles.

According to the established thinking, the "Measures" should establish a more complete fuel consumption management system based on points management and rewarded and punished.

Points management includes positive and negative points. The positive score is the actual value of the average fuel consumption of the enterprise minus the target value of the average fuel consumption of the enterprise, and multiplied by the product of the vehicle's vehicle calculation base for the current year. The "Measures" allow positive points to be carried over to the next year, and surplus parts can also be sold.

The negative integral is the difference between the actual average fuel consumption of the enterprise minus the target value of the average fuel consumption of the enterprise, and multiplied by the product of the accounting base of the enterprise model for the current year. Negative integral carry-over is not allowed. "If you don't meet the standard yourself, you want to break the cans and break it. If you don't do it after a few years, you won't be allowed to do it," said a person from the Institute of Standardization Research, China Automotive Technology and Research Center.

For negative point companies, they will face two choices: purchase or confession. "In the future, the Ministry of Industry and Information Technology will establish a trading platform, which can only be traded through approval. It is not possible to trade privately. At that time, a quota of several thousand yuan is not fixed. It should be several thousand to ten thousand, not too low, of course. The payment may be more and more."

In terms of punishment, the negative points companies not only face financial penalties, but the competent authorities will also conduct investment management, import audits, regular interviews, and freezing of assets.

In the world, in response to global resource shortages and climate warming, and to consolidate and improve the future international competitiveness of the automotive industry, developed countries such as Europe, the United States and Japan are taking active measures.

For example, by 2020, the EU will achieve a limit target of 95g/km (corresponding to the national standard of 3.8L/100km), and the United States has launched a fuel consumption target of 44.8mpg (corresponding to the national standard of 6L/100km).

However, from the current situation of China's auto industry, most auto companies still have obvious gaps. The standards proposed in the Measures are not to be underestimated for any car company.

According to the "Annual Fuel Consumption of Passenger Car Enterprises in 2014", there were 120 passenger car companies that reported the average fuel consumption of enterprises in 2014, and 37 of them did not meet the standards. Among them, the gap between self-owned brands and enterprises is even greater.

According to industry insiders, after the implementation of the Measures, the energy consumption structure of automobiles will undergo fundamental changes. China's auto industry will survive the fittest, and the process of industrial restructuring will be greatly accelerated. Enterprises with strong R&D capabilities and energy conservation and emission reduction will have great opportunities for development.

The reporter learned that because the advantages of new energy vehicles in the accounting method are obvious, the increase in sales can help enterprises to achieve the fuel consumption limit target. Therefore, new energy vehicles are now a test field for major auto companies to cope with the “fuel consumption test”.

Chen Quanshi, a professor at the Department of Automotive Engineering at Tsinghua University, said that the trading points of the "Measures" can enable the enterprises that meet the standards to obtain huge profits, and enterprises that produce more new energy vehicles will greatly benefit. Tesla has benefited from the zero-emissions trading system in California, and has become an important source of its first quarterly profit.
