According to the draft of the “Recycled Lead Industry Admission Standards†of the relevant national authorities, the capacity of newly-built, rebuilt and expanded lead recycling companies is greater than 50,000 tons per year. Strict industry access
In the United States, the output of the top five companies in the lead recycling industry has reached 80% of the national output. The environmental protection requirements of the recycled lead industry are almost harsh, or else huge fines or closures will be imposed. Due to high industry concentration, it is easy to supervise industries that lead to high pollution, such as lead regeneration. Yang Chunming suggested that the state can adopt differential taxation, properly reduce or exempt taxes for enterprises with better or no pollution control, and impose high taxes on the more polluting enterprises. "In foreign countries, such enterprises have government subsidies for pollution prevention, while domestic companies are faced with high taxes, but high taxes cannot be implemented in a large number of illegal production enterprises."
It is reported that nine ministries and commissions recently requested a thorough investigation of the entire lead-acid battery industry, and will publish a list of companies within a limited time. The rectification of lead battery enterprises has become the top priority for this year's environmental protection action in China.
