The Courier-News recently featured an article highlighting how Carpentersville managed to save two firefighter positions from being cut due to a budget shortfall. The solution came through negotiations between village administrators and the union representing the International Association of Fire Fighters Local 4790.
Thanks to these discussions, the jobs of two Carpentersville firefighters, originally marked for elimination, have been preserved. The village faced a budget deficit of approximately $400,000, prompting officials to consider laying off two full-time firefighters along with three civilian employees, and eliminating four part-time positions across different departments.
Following the union's reaction to this news, both sides engaged in talks aimed at keeping the firefighter positions intact while still addressing the financial challenges. The negotiations led to an agreement that reshapes work schedules and introduces 'swing shift' roles. These employees won't cover regular 24-hour shifts followed by 48 hours off; instead, they'll step in during others' vacations or authorized leave periods. This arrangement eliminates the need to pay overtime for firefighters filling such gaps, resulting in an estimated annual savings of $85,000.
Mark Rooney, the village manager, emphasized that reducing staff or services is always a last resort. He noted that if the new swing shift model proves successful, no full-time firefighters will face layoffs throughout the current collective bargaining period, set to end in 2016. In response, the union withdrew its grievance filed last month, contesting the planned layoffs.
Lt. Rick Nieves, president of the local firefighters' union, expressed cautious optimism. “Previously, we had 13 firefighters on duty daily, but now there are only 10 on some days,†he stated. “There’s still more work ahead with the village, but for now, we’re stable and ready to adapt.â€
Since 2010, the number of full-time employees in Carpentersville has dropped from 207 to 175 due to restructuring, layoffs, and unfilled positions. Personnel and labor expenses make up around 70% of the village's total operational costs, according to Rooney.
