The fine chemical industry rate is only 33.7%, far below the national average of 45.8%, far behind the level of 66% of advanced developed countries. Among the total industrial output value above designated size, primary products account for about 35%; deep processing products are only about 59%.
Coastal petrochemical base. Taking the Guangxi 20-million-ton/year refining project in Qinzhou and the Sinopec Tieshangang polypropylene project as the core, the focus will be on the processing of high-sulfur crude oil overseas to expand the refining capacity. It will focus on the construction of a 20 million-ton/year oil refining project in Qinzhou, Guangxi, an annual production capacity of 1 million tons of paraxylene, and an ethylene and downstream petrochemicals joint production base with an annual output of 1.2 million tons, and an organic raw materials and synthetic material base in Tieshangang. At the same time, it will expand its industrial chain in the direction of fine chemicals, bio-chemicals, etc., and build a petroleum and chemical industrial base based on chemical products such as oil products, organic chemicals, chlor-alkali, synthetic resins, synthetic rubber, and synthetic fibers.
Guizhong Fertilizer Industry Base. With Liuzhou Chemical Industry as the core, it will nurture and expand Luzhai Chemical Fertilizer Co., Ltd. and Hechi Chemical Industry Group Co., Ltd. to form a production base of synthetic ammonia, urea, diammonium phosphate, general calcium, and nitro/urea compound fertilizers.
Nanning chlor-alkali fine chemical base. With Nanning Chemicals and Tiandong Jinjiang Petrochemical as the core, with chlor-alkali, chlorine processing, 4A zeolite polyaluminum chloride, pesticides, and glacial acetic acid as the product chain, it will link up with Beihai and Qinzhou Petrochemical Industrial Bases to develop organic chemicals and fine chemicals. Products, down and Baise Aluminum Industrial Base, Yulin Plastic Processing Base and Zhangzhou Lin Chemical Industrial Base are connected to the development of supporting supply of caustic soda and fine chemical products, forming a petrochemical - fine chemical - plastics processing economic industry circle.
