Upgrading the textile industry is no more than a "green door"

For the printing and dyeing industry, which accounts for 80% of the national textile industry's wastewater discharge volume, it will endeavor to improve the quality of printing and dyeing products, promote energy conservation and consumption reduction technologies, strengthen environmental protection, and increase the research, development, and production of biotechnology and eco-textiles. The quantity of fiber electricity is reduced by 10% compared with 2005, and the water consumption per unit of fiber is 20% lower than that in 2005. The sewage output per unit of production value is reduced by 22% compared with 2005. This is the "Eleventh Five-Year Plan" issued by the National Development and Reform Commission. Three of the 11 major indicators listed in the Development Outline. The "Outline" puts forward binding target requirements for energy conservation, consumption reduction, and environmental protection indicators, while only forecasting major economic indicators such as its output value and output. It is worth noting that these three binding indicators also appeared in the "Notice on Accelerating the Structural Adjustment of the Textile Industry and Promoting Industrial Upgrades" issued by the National Development and Reform Commission and the State Environmental Protection Administration and other ten ministries. The person in charge of the relevant department of the National Development and Reform Commission said in an interview with reporters: On the one hand, during the “Eleventh Five-Year Plan” period, if the textile industry wants to take a new road to industrialization, it must pass the high threshold of environmental protection; on the other hand, during the “11th Five-Year Plan” period In order to complete structural adjustment and industrial upgrading, the textile industry must also rely on environmental protection to promote and upgrade.
The textile industry cannot be reformed. In the past period of time, the textile industry can be said to have been shaken. The National Development and Reform Commission has successively issued the "Circular on Accelerating the Structural Adjustment of the Textile Industry and Promoting Industrial Upgrades" and the "Eleventh Five-Year Plan" Development Outline for the Textile Industry. The industry’s understanding of the country’s great efforts to adjust the industrial structure of the textile industry and strengthen the environmental protection and management of the industry is that “it is time for change.”
“Resources and environmental constraints form a major constraint on industrial development. The gap in cotton and chemical fiber raw materials continues to increase. Textile water consumption has been at the forefront of manufacturing, while water reuse has lagged far behind the average level of manufacturing.” The five textile clean production and wastewater treatment tasks are extremely arduous. Hou Shiguo, deputy director of the Industrial Policy Department of the National Development and Reform Commission, at the recent National Economic Operational Ventilation Meeting, brought the pollution rectification work of the textile industry to the forefront.
In spite of this, the textile industry, which has undergone a series of environmental storms, is still in vain. Textile printing and dyeing enterprises are widely spread and scattered. Some companies have weak environmental awareness, and a small number of small-scale, weak-competitive enterprises have intentionally used sewage treatment facilities to reduce production costs. The phenomenon of illegal discharge has continued for many years. Some enterprises are lagging behind in production processes, aging pollution control facilities, and drainage can not be up to standard. Some enterprises have expanded their production scale, the volume of sewage has increased significantly, sewage treatment facilities have not been matched up, and wastewater has not been effectively treated. Environmental laws are not sound enough. At present, China's environmental laws and regulations impose little penalties on illegal companies, low illegal costs, and high compliance costs. Environmental law enforcement measures do not provide sufficient shock to illegal companies.
Textile companies have a long way to go in accordance with the requirements of the “Notice” to promote clean textile production and energy saving, and improve the efficiency of resource utilization. By 2010, the use of fiber per unit of output value has dropped by 20%, and the water consumption per ton of fiber has dropped by 20%. How does the textile industry complete this set of binding indicators? According to an interview with the reporter, Cheng Yu of the Ministry of Industry of the China National Textile and Apparel Council stated that from the perspective of the environmental protection of the textile industry, it is difficult to complete three restrictive indicators. At the same time, the country lacks effective supervision and verification mechanisms in this regard.
Cheng Hao analyzed that the difficulty of the textile industry is not only to solve the problem of pollutant discharge, but also to solve the problem of the source of production water. It is understood that the textile industry's production water index is much stricter than tap water.
The backwardness of the overall technical equipment of the textile industry is also the cause of the high water consumption. At present, the water consumption of unit products of printing and dyeing enterprises in China is generally about three times that of developed countries. According to Cheng Hao, the country is currently studying energy-saving and water-saving demonstration projects in the textile industry. According to the requirements of the “Outline” planning objectives, during the “Eleventh Five-Year Plan” period, the indicators will be broken down into seven industries, including cotton textiles, chemical fiber, clothing, industrial textiles, etc., through equipment improvement, energy saving technology upgrading, and “three wastes” governance. And other measures to achieve the three constraints of energy conservation, consumption reduction, environmental protection requirements.
For the printing and dyeing industry, which accounts for 80% of the national textile industry's wastewater discharge volume, it will endeavor to improve the quality of printing and dyeing products, promote energy conservation and consumption reduction technologies, strengthen environmental protection, and increase the development and production of biotechnology and eco-textiles. By the end of the “Eleventh Five-Year Plan” period, the ratio of advanced equipment reached an important 40%. The sewage discharge per unit of output value was reduced by 22% compared with 2005, and the electricity consumption per million yuan was reduced by 10% to 15% compared with 2005.
It is understood that during the "11th Five-Year Plan" period, the environmental protection department will continue to regard the textile printing and dyeing industry as the focal point of the special action for environmental protection law enforcement, severely investigate and punish a batch of illegal cases of exceeding the standards for the discharge of pollutants, and deal with it openly so as to make it more effective. At the same time, we will focus on urging areas such as Jiangsu, Zhejiang, Fujian, and Guangdong where textile printing and dyeing enterprises are concentrated, accelerate the adjustment of industrial structure, and strive to raise the level of industrial development. We will urge enterprises that emit large amounts of pollutants and encourage qualified companies to carry out cleaner production.
