On July 26, the National Development and Reform Commission issued the “Opinions on the Implementation of the Ten Key Energy Conservation Projects in the Eleventh Five-Year Plan”. These ten key energy-saving projects can achieve an energy saving of 240 million tons of standard coal during the “Eleventh Five-Year Plan” period, and contribute nearly 40% to the reduction target of energy consumption per unit of GDP. Among them, saving and replacing petroleum projects has become a top priority, and other major projects have also had close links with the chemical industry.

The ten key energy-saving projects are: coal-fired industrial boiler (kiln) renovation project, regional cogeneration project, waste heat and pressure utilization project, conservation and replacement of petroleum projects, energy-saving engineering of motor systems, energy system optimization project, building energy-saving project , Green lighting project, government agencies energy-saving projects, energy-saving monitoring and technical service system construction projects.

Among them, savings and alternative petroleum projects include: metallurgical, electric power, petroleum and petrochemical, building materials, chemical and other companies to use clean coal, petroleum coke, natural gas, flammable gas as fuel and raw materials of the oil substitution project; to coal chemical industry, natural gas chemical industry , Biomass chemical products instead of petrochemical products; Development of hybrid cars, gas vehicles, alcohol fuel vehicles, fuel cell vehicles, solar cars and other clean cars; promotion of motor vehicle fuel-saving technologies; demonstration of alcohol ether fuels and coal liquefaction technology And the promotion of alcohol fuels; formulation of supporting measures for the “Regulations on the Conservation of Petroleum”. During the “Eleventh Five-Year Plan” period, 38 million tons of oil was saved and replaced.

The waste heat and pressure utilization projects include: in high energy-consuming industries such as iron and steel, building materials, and chemical engineering, the use of residual heat and pressure residual energy using devices such as pure low temperature waste heat power generation, differential pressure power generation, by-product flammable gases, and low calorific value gas recovery and utilization, etc. equipment.

The energy system optimization project includes the system energy-saving transformation of oil refining, ethylene, ammonia synthesis, and iron and steel enterprises.

Building energy-saving projects include: construction of low-energy, ultra-low-energy buildings and demonstration projects of renewable energy and building integration, urban-level demonstration and reconstruction of existing residential buildings and public buildings, and the promotion of new wall materials and energy-saving building materials industrialization.
