China's major research equipment development work has started

In order to implement the National Outline for Medium- and Long-Term Scientific and Technological Development Plans (2006-2020) and promote the independent research and development of major research instruments and equipment in China, the central government allocated special funds to set up special projects for the development of major scientific research instruments and equipment (hereinafter referred to as major research instruments ). The major scientific research instrument special projects are managed by the National Natural Science Foundation of China, and the project proposals are organized and recommended by relevant departments. During the pilot period, the Ministry of Education and the Chinese Academy of Sciences will temporarily serve as the project organization recommendation department.

I. Positioning of major scientific research equipment specialization According to the national strategic layout of science and economic and social development, facing scientific frontiers and national needs, guided by scientific goals, strengthen top-level design, clarify key development directions, and encourage and nurture innovative ideas with original ideas. Research instrument research and development, and strive to support the development of original scientific research instruments and equipment, provide innovative means and tools for scientific research, promote the sharing of scientific and technological resources, and comprehensively improve China's original scientific research capabilities.

Second, the scope of major scientific research instrument special funding (a) to promote the development of science, pioneering research has an important role in the development of original scientific research equipment;

III. Major Scientific Research Instruments Special Management Duties The National Natural Science Foundation of China is responsible for the special management of major scientific instruments. The main responsibilities include: formulating relevant management methods, organizing project recommendation, reporting, review, approval, follow-up inspection, acceptance, post-evaluation, and results management. .

The project organization department refers to the relevant national or local competent authority, and is the organizer of major research instrument implementation units. The main responsibilities include: recommending projects, organization management and supervision. Responsible for the establishment of effective incentives and evaluation mechanisms, together with the National Natural Science Foundation of China, established a project expert group and organized an expert group to conduct demonstrations on the project, and to guide scientific and technical personnel and management personnel to continue independent innovation research on scientific research equipment.

The project undertaking unit is the specific implementation subject of the project and must have long-term accumulation and obvious advantages in technology and talent in related fields. The main responsibilities include: submitting a proposal for project approval; organizing the establishment of a project management working group, technical expert group, and user committee; collaborative research within the United Nations on the strengths of the dominant forces; managing project funds, providing the necessary security conditions for project implementation; and actively collaborating with project process supervision. Ensure that the set goals are completed on time and as required.

IV. Major work procedures for major scientific instruments (1) Organizational recommendations Project proposal and limit items The NSFC Planning Bureau shall determine the number of items to be solicited in the current year based on the budget of the current year and the opinions of the expert committee, and inform the project organization department to recommend the project.

The special item and related projects of the Ministry of Science and Technology carry out common limited search, and the person in charge of the project applies for or undertakes such special item for one period. However, it is not included in the scope of other projects of the NSFC.

(II) Selection and Confirmation of Project Proposals The National Natural Science Foundation of China (NSFC) plans to submit project proposals to the relevant science ministries, and the expert advisory committee of the Ministry of Science will conduct the selection and proposal projects.

(3) Fill in the "Project Application"

(IV) Preliminary examination and argumentation of the project The relevant science department of the National Natural Science Foundation of China (NSFC) shall conduct a preliminary examination of the project application, and the qualified project of the preliminary examination shall be conducted by the project organization department and the relevant scientific department of the National Natural Science Foundation of China to organize an argumentation and provide argumentation opinions. If it needs to be revised and improved, the project organization shall notify the project undertaking unit to make amendments to the application.

(V) Project approval The National Natural Science Foundation Committee organizes expert committees to review the projects that have been demonstrated by the project expert group. The project applicant reports the main contents of the application. The expert group leader introduces the project proposal to the expert committee and fully discusses the project. Afterwards, the proposed funded project was determined by secret ballot and reported to the National Natural Science Foundation Committee for approval.

(6) Results announcement The National Natural Science Foundation of China announced the results of the examination and approval of major scientific research instrument special projects.

V. Matters needing attention (1) The project undertaker shall write “Proposal for the Special Project for the Development of National Major Scientific Research Instruments and Equipment” (referred to as the “Project Proposal”) as required, and the “Formulation Proposal” electronic form can be found on the NSFC website.
